Coal output saw fast increase from the years 2003-2007. It increased from 1.108 billion tons in the year 2003 to 2.523 billions tons in the year 2007. Meanwhile, the degree of mechanized coal mining has greatly improved. The degree of mechanized coal mining reached 85.50% and the degree of fully-mechanized mining reached 77.47% in the state-owned key coal mines in the year 2006, which increased by 7.72% and 14.49% respectively compared to the year 2002. The death rate per one million tons of coal production has decreased apparently. The death rate per one million tons in the state-owned key coal mines was 0.383 in the year 2007, which decreased by 0.575 or 60.0% compared to the year 2005 and decreased by 0.887 or 69.8% compared to the year 2002 (Figure 1).
